The Brain

A cross-cutting analytical tool of districts

GIID’s active engagement with nearly 50 districts worldwide has led us to develop an analytical tool called “The Brain.” The Brain allows us to assess the stage and evolution of each district, where they possess competitive advantages and where they are particularly weak.

The Brain evaluates districts through over 75 indicators, including empirical research, one-on-one sessions, and tailored surveys.

The Brain analyzes each district on indicators such as:

  • Has the district established a governance model?
  • Does the district possess R&D strengths that transcend multiple fields of science or are they predominantly strong in one field of science?
  • What are the district’s core R&D strengths and to what extent are those strengths ranked at the national or global level?
  • Do they have staff dedicated to equity and has funding been earmarked to advance projects or make systems-change in this area?
  • How porous is the district boundary? How easy is it to access the district if you are a resident? A worker?
